How did they decide which tombstones to stand up and which to leave toppled? 

The Warsaw cemetery is a beautiful and ancient record of Jewish life in Warsaw. Filled with trees and memorials it feels as if time is standing still. During the war, many tombstones were toppled by Nazis. Time and lack of maintenance let other tombstones fall. Walking through I was struck by the idea that since WW II no one has been able to right all the tombstones. There are so many. There is so much maintenance to be done. There are so few Jews remaining in Warsaw. But how do they choose which tombstones to stand up and which to leave toppled?
